President Barack Obama has declared an emergency in Texas, ordering Federal aid to help manage emergency conditions resulting from Tropical Storm Alex.Alex is expected to turn into a hurricane as it churns toward Texas and the change could occur in the next few hours, the National Hurricane Center said in an advisory late Tuesday.
